PhotoPlus 6 from FreeSerifSoftware. The interface is a lot like photoshop and has a way more than enough features for webcomic creation.
Serif is a company that makes a bunch of software and they offer previous versions for free in hopes that you'll upgrade (and pay for) their latest version. The software is fully functional and without time limits, ads or malware. They also make a few other programs that they also offer for free:

- DrawPlus 4.0 - Graphic Design and Vector Drawing
